To become a recognized developer, there was a form that was open.
Once a member fills the form, the xda team then checks and approves.
I think marcellusbe hasnt filled the form or filled it pretty late, and so will take time.
But i am sure, once the team sees his application, they will promote him to recognized developer as soon as possible

as said by our friend he is quite right
but one correction recognized developer is not any kind of promotion is it just XDA s way of appreciating ur contribution to this forum and once u have applied their is a team of XDA senior Members who decide whether to give u the same or not
i had sent Pms to many devloppers to apply for the same some did and many did not
always look at the top left of the main page u would see various announcements
like right now we are looking for new Mods any one can apply for the same if the special team responsible for this feel u fit the bill then u would get the same

dear it has to be ur decision no one can tell u which is the best rom
u need to try then and decide which is confy to u
for example i have tried every single rom provided here. But today i have flashed the recent asia stok update DDJ4 i have rooted added fungumod & kyrillos aps2sd script and im happy with it because all i want is apps2d ,goodbattery life and im confy with touch wiz so this is the best for me
im 100% sure this is not what many of you want so how can what is best for me be the best for u it cannot right
and to all pls dont ask which is the best rom try a few and settle with which is confy for u
its like going to a bar full of people and asking them which is the best drink
ul get close to 100++ answers ud be so confused u might decided not to drink at all

If one considers that there are 10 different ROMs available, there should also be someone willing to test them all out on 10 phones of the same specs at the same time, benchmark them and write a review of the specialities of these ROMs, rank their claims versus empirical observations and create a comparison table so that users have a fair degree of insight into why they are flashing a particular ROM flavour as well as what they can reasonably expect from that flash.
This would develop the field further. By definition people are lay, developers , specialists and users the audience.
To convert a lay person to an audience you need a performance comparison and ranking of the contribution of these specialists.

That would be hard to do. Benchmarks dont really provide a clear picture of the rom, especially more popular ones (ex. I dont think the CMalpha4 would be that high in the benchmarks, but IMO, it is one of the, if not the, snappiest and fastest roms we have so far). And anything else is pretty much subjective. There is also the issue of differences between roms, and differences between how users will use roms.ex. Some roms might have the option to use data2sd, users who use it and users who dont will get a different user experience, which also depends on the sdcard class each user has. We have so much variation (which is a good thing) that any complete and proper (see below) testing would take some time, by that time the results, or most of it, would probably be obsolete due to new roms being out.
The only thing that probably could be "eaisly" tested empirically is battery life, but that would require much preparation for it to be done properly (I can kinda be a perfectionist when it comes to empirical data, or better said, when it comes to theorizing about methods of acquiring empirical data since, unfortunately, I rarely have the chance to do it myself)
edit: Also, no disrespect to other rom devs and their hard work, but when CM7 is completed or near completion it will most likely be the most popular rom and rom of choice and recommendation for many, so when that happens I dont really see the comparison doing much good since CM7 could and will easily convert many lay into users
