Is there a comprehensive guide to creating a theme? I also wanted to code a launcher from scratch (but I'm going to hold off on that second idea.)

Yes , Kitchen but you need to be on a custom ROM .

You guys throw rom out there like it means something. Is a rom a combination of Launcher + Kernel? Can we stop being vague as **** please <3

The ROM does not include the kernel. It isn't too hard to go to the wiki and look up the terms yourself. I believe reading into the development for more-developed phones (such as the SGS) would help tremendously in what you are aiming to achieve.

If you want a launcher + kernal , Just go with Smooth Maximus RC1 V1.0 , & flash Bali V1 . Come in my thread for help .

Please search XDA/Google before posting generic questions in the Development forum.
ROM=Read-Only Memory, it is a full copy of the system files that are usually tweaked. This can be a small change like a theme, or a large change like an entirely different OS.
