you need to Root the phone and download a Custom Rom which has Modified icons, or look for a tutorial in the forums on how to make your own (need to be rooted still)
Samsung Galaxy Note GT-N7000
Paranoid Android JB [Utacka]

Or just root and use the UOT at uot.dakra.lt
No need to change the ROM if you don't want to

unlocked bootloader unlike motorola Rofl.

Search this forum for CF-Root 4.0 kernal if you dont want a custom ROM.

Alternatively Roms like Lite'ning and Cognition etc Pre-root the phone when you install them

Stock roms are odexed. Custom roms are deodexed with a few mods , rooted and a custom kernal in some cases.

Regarding icons you mentioned ( wifi, signal ), they are all in SystemUI.apk under /res/ drawable-hdpi folder. Others are in framework-res.apk under the same folder. You can replace them if you know how to do it. You can do it on a stock rom too. As you can see from the snapshot below, i am using meizu icons on my stock rom.

Unfonrtunately in the Custom uni-color icons section you can only choose between
Sense HD style, Hooolm Circlem, Hooolm Glow, PowerButtons Plain and PowerButtons Honeybread
No AOSP...

You have to create a flashable zip file and flash it using cwm.
