When I do this: Mounts and storage>wipe SYTEM, DATA, CACHE. Flash the ROM. it doesn't wipe the zip file of the rom I need to flash right?

Yep. Just don't touch sdcard(USB storage) and emmc(external micro sd)

This is kinda tragic. I havent done a Titanium Backup in days and this just came out of nowhere. Phone is unusable because of everything FC'ing right now, unless anyone has a good suggestion on what i can do about this other than wiping and reflashing?

Phone has gone berserk! I dont think I'll be happy flashing this rom again

Worse its a wonderful rom but after those last 15 minutes, I think im switching. Too much grief for me just because of a Chainfire3d plugin of all things.
