Iconia Freezes when plugged into Charge

This started happening after I updated to 3.1. When I am not fully charged and I plug in the charger, or even an external 12V Battery, the response time becomes nearly infinite. If I hold down an icon long enough it might glow but it won't lanch the app, if I unplug thecharger I get immediate repsonse.
