I was using a LG wall-wart that had a standard USB female port with a 15ft USB cable plugged into it. Switching to a car charger that also had a USB female port and a standard data cable connected to it provided the same results. Connecting a USB cable directly to my PC also provided the same "full boot" results.
Connecting to the car charger that came with my car dock or a different hard wired charger provided the results I expected. I can only assume it's something related to the data lines being active on certain chargers/cables.
