Is the step 4 a one time procedure? Or is something we have to do every time we want to flash another rom from another carrier?

Sent from my HTC Sensation 3.5G using XDA Premium App.

Manually put the phone in the bootloader mode (power off > vol down + power on)

Navigate to fastboot by vol up or down and press power to select

It will take you to fastboot screen on your phone

Connect your phone via USB.. and in the phone screen it should now say fastboot USB

VOILA!

on the pc type the command fastboot oem writecid 11111111

That should do it.. reboot phone and u r good to go..

Everything works great, except no matter what I try I cant get past Step4 to use ADB to get into Fastboot to write super CID....
I can use 'adb devices' and it will show my device, but when I run the command 'fastboot reboot-bootloader' it says 'waiting for device' and nothing ever happens...
Any help here?
Thanks in advance and the walk through was great!

EDIT..
Nevermind, figured it out :D

get to bootloader through other means power down and hold volume - and hit power
then continue with the procedure
after changing cid
do another fastboot-reboot bootloader
and do fastboot getvar cid to verify you now have 11111111
