TCPMP (both freeware and payware version)
Fortuna ( a rewrite of TCPMP )
Shinco ( a rewrite of TCPMP )

Theirs development all was stopped years ago!
Probably you'll have to install a DirectX-driver (ex. GAPI for HPC) too. And be aware, the aspect ratio of a GPS-device's screen resolution
never matches that of a MPEG-2 video
720×576 PAL MPEG-2 a little bit wider than 4:3, 16:9 anamorph
720×480 NTSC MPEG-2 a little bit wider than 4:3, 16:9 anamorph
704×576 PAL MPEG-2 4:3, 16:9 anamorph
704×480 NTSC MPEG-2 4:3, 16:9 anamorph
hence you always firstly have to convert a given MPEG-2 video.
