ITs easy dude just use go launcher or launcher pro and u can customize the way u want. I am using viper rom which already comes with go launcher so...

As mentioned, you need a launcher that will allow you to do this and most do. You then need to go to the "themes" section of the launcher (usually done by pressing the menu button while on a homescreen and choosing the settings for the launcher). This will then allow you to change the dock and other things. For the icons you first place the apps you want to have on the dock and once done you press and hold the app icon until a set of options appear. pick the one to edit the icon image and choose a corresponding image you downloaded.

If you want and if time permits I can make you a video tomorrow showing you how to do this. Just tell me what launcher you want to use (Adw, go launcher, launcher pro, and etc).
