Where is the source of ROM files? Is that where the leak?

Leaked, not official. And the news should be from HTC, not Google.

What does this new unofficial hopefully becomes official update bring to the table?
What does it fix?
Battery? SMS jump problem?

Unknown fixes. Since it's unofficial there are no release notes about it. It might or might not fix some important things, can't really notice as I actually did not have any major issues with the 1.18 anyways . Basically it adds a few more features.. Hopefully by the time it becomes official HTC will fix some more issues, and also include the new market release.

SMS jump feature is fixed but now you get the conversation list without being able to reply (no reply box).
