Phone only unsynced contacts

Hi guys, i've recently run into this problem with my thrill and another that I sold a customer. my problem was fixed easily, but theirs not so much.

Whenever I sold it, we set up her gmail account, then moved the contacts over from her other phone with a cellebrite unit. All but 19 if her 360 contacts are showing up as "phone only unsynced". On my phone I just exported to my sd and imported them, and it was fixed. Hers will only export those 19 contacts. Any ideas?
