There is missing RAM because the operating system need a certain amount of RAM to run.
This task manager is showing you the available RAM you can use on top of the OS running.

HTC says:

Thank you for contacting HTC and informing us about this issue.

The available space on the RAM is appearing to you less than 768 MB because a certain percentage from these 768 MB are reserved for the operating system, as a cautious measure to avoid the phone to reboot, to work slowly or to freeze. Please also be informed that you cannot access this percentage of MB and you cannot modify it.

For the future, if you want to have support in Romanian language just write the email in Romanian and we will reply to you in Romanian.

If you have any other inquiries, don’t hesitate to contact us again.
For further details, please note that you can contact us via support line or via email following the below link: http: http://www.htc.com/europe/support.aspx. Thank you so much for using HTC products.
