Not in Holland. I just connected and its still 2.3.3 only with a new kernel.

I'm from the Netherlands, and via Kies i installed 2.3.5 (hi branded).

So....it is possible.

Nothing on OTA here in NL. I might install Kies on my phone again and check later if there are any updates via Kies.
