What is this ?? Is it a custom Rom ? And correct me if am wrong, but shoudnt this be in the developer section

It should be there! And this is a Official Samsung-built Asian ROM! See the List of all the ROMS I made in the DEV section!

It shouldn't be in the Development section.
Posting a stock ROM is not development.

Its in the correct section.
Only Custom ROMs and other works go into the development section.

Oh ya? Well, This should be in DEV. Section for Bug Reporting and Testing! Now, bug-reporting and fixing the bugs is Development, right?

If You see, THe stock ROM may have bugs. An Example, I would like to quote from the Galaxy S fora

There was a ROM called KP9 released. On flashing the GB ROM, users realized they lost their Camera and the calls feature did not work! Also, there was a Wi-Fi COnnectivity problem. These are some bugs what we found during the testing process and we solved them! So, Stock ROMS may have bugs in them
