First Of All, Let me say thank you for the great work Team Kang. I bought a Galaxy S2 used and it already has the 3.7. I would like to upgrade it to the newest version. I'm used to Flashing CM in the past devices the question here is: Can I just clear partition and davlik cache and install the new ROM or do I have to do a factory reset?

If you want problems to bubble up and not know why they are occurring, then the factory reset is not needed. But if you want a clean install, then perform a factory reset.

Thanks again for this excellent bit of code. I am consistantly getting 18mb+ without the new baseband in the Chicagoland area.

I am still looking for clues on how to clear the voicemail notification. ideas anyone?

Send yourself a voicemail and then listen and delete them. If that doesn't work, I heard using visual voicemail would help.
