The full reason the downgrade is necessary is to get the old hboot on the device so that one can get s-off as the new one doesnt allow this. Its easiest to just downgrade the whole phone instead of just dumping that partition in place so it is the recommended method. Another benefit is a cleaner starting point. I dont know about others but I prefer my phone to be as clean and crisp as possible before I start any modifications.
Also, as stated above, a factory reset just wipes the data partition which is the home of all your apps and app data, call log, texts, and user settings. Unfortunately it doesnt affect the system partition or any other partition on the device. Hope this helps answer some of your questions.
