I understand this one (franco.Kernel-10122011-GN.zip) does not have the oc but does it still let you undervolt?

Yes. The only difference between the kernels is that one has overclock capabilites and the other one doesn't.

Default Stuck at "Google" boot screen

I just flashed franco.Kernel-10122011-GN-OC as an upgrade from franco.Kernel-04122011-GN, but I am now stuck at the "Google" logo at start-up......

Luckily, recovery back to 04122011-GN works....

Update: franco.Kernel-10122011-GN (non-overclock) flashes successfully.

So I flashed to OC version yesterday. Everything is smooth and fine, no glitches. I been running quadrant, cf-bench and antutu and everything works and looks fine.
Current device: HTC One
ROM: TrickDroid
Recovery: TWRP

Revised Dec10 kernel seems to not have given me errors yet. We'll see how it goes.

Same here if I raise to 1.4, then everything is stuck every 3 seconds or so. Keeping max @ 1.2Ghz looks good.

UV -50mV on all frequencies since yesterday so far no crashes/freeze/reboot. Will try -75mV soon, then -100mV...

Good kernel.

EDIT: Just tried -100mV on all frequencies, Stable in Antutu and CF-bench!

I had no problems last night and when I woke the phone first thing this morning after a long sleep there was no glitches either. This one is looking good.
