If rdf files were created for public consumption I'd agree with you, but they are an internal document that for some reason gets posted publicly. I don't think they are too worried about what's in the file.

Before blaming the dev consider that it might have been you. They probably know more and make fewer mistakes.

Its been stated by Sprint reps in SU forum that Sprint customers will receive updates that remove CIQ.
