Default insufficient storage

every time i try to install or upgrade an app, i'm getting insufficient storage and can't install it. i've moved every app to usb storage, fixed permissions, wiped cache, wiped dalvik, reinstalled the rom and gapps, and i still can't do anything. i'm afraid if i do a full wipe i won't be able to install anything and lose what i already have. here's a screenshot that shows i have plenty of room....any help?

Have you tried clearing play store data? This has worked for some folks with play store DL issues.

Okay well you can try this. Do a nandroid back up (using rom manager) and save it on your computer. Now if you dont already have, purchase/download titanium backup. Do a batch restore on user apps and system data. Now save your ENTIRE SD card content onto your computer. Okay from this point, whatever you do, you can always get it back, well besides bricking it, which is really unlikely. So now just do a full system wipe and flash the rom again. After that, just download titanium backup again and go to batch backup/restore, scroll down and press restore all apps with data (it is the biggest number).

Now just test everything and see if it works well. If not than i have no idea whats going wrong, sorry i cant find any other solutions if that doesnt work.

Thanks once again. I understand you posted, but that did not worked that way. I had to take out my SIM from my NS and insert it in another non smart phone and change settings there with one more setting send as TEXT. which was set as email when I started.
