They are both the same, except that using fastboot requires using a computer.

Okay I did this but my custom wallpaper was still there after flashing rom??

My phone was booting directly into the bootloader once I had done the 3 steps as specified and wasnt "stuck" at google logo. Now I have reinstalled CM10.1 and everything seems to be fine but I was surprised at the wallpaper thing.

Custom wallpapers get backed up and then restored via the Google backup/restore feature. It should also backup all WiFi keys and most settings.

I can report that this really does make a difference. Been 10 days didnt get a reboot or bootloop whereas previously I was getting them. I did a dirty flash from stock rom to CM10 previously.
