On the 21/07 nightly and on the previous ones (I don't know where this bug started to occur) "surface dithering" doesn't work and I'm sure that it worked some months ago, using either stock CM9 kernel or Dorimanx's one.
I try to disable the feature, reboot and then re-enable it, but it doesn't want to work! So I always notice a ugly gradient everywhere...
Help me please, that's one of the killer-features which keep me using CM9! :/

Thanks for that, the lock time has improved this evening (without intervention) albeit very variable, though my wife's WP7 Omnia and my Nissan Connect appear to have been completely unaffected today. I didn't end up in a ditch either...!

Well, solar radiation from storms is somewhat sporadic and random, it's also possible that the GS2 has a weaker GPS antenna overall so is more prone to being affected, there are many possibilities, but since I can't see any actual changes to how the GPS works in the CM9 gits, I'm guessing that the solar storms may be to blame.

I suspect the signal quality is affected more than the strength, which theory is borne out by the screenshot from an hour ago - 12 satellites, so signal received but poor data integrity and thus no lock (this screen can be like this for minutes on end, or not). When locked I only get 4 locked targets max. as of today.

Yeah, solar storms would add a lot of noise to the signal, I did manage to get a lock today on my SII but it took for ever and it wasn't a very good lock like 35m accuracy. Even the very expensive Garmin that I use for geocaching and hiking is having troubles today and that thing locks like a champ generally.
Without overly perpetuating, for interest, the sun has set here, so any propagated/radiated effects would be lessened now. Locks are sub 10 seconds.

Which mDNIe mode are you using?
I find that using "Camera" makes the gradients in at least the menus go away.
