Yes, it's normal. 100% means battery is completely full, which is possible only with the charger plugged. Once you disconnect your charger and phone starts to discharge battery, so it's not full anymore.

Correction to "bug" buttons do not off
Correction to "bug" buttons do not off in the rom CM9-nightly-20120420-Defy+ by Quarx.
Download the file below and install it, no need to clean up the caches.
The next boot will take a while just wait.

afaik "100%" battery charge is not even possible since you would need endless power to charge it fully... so dont bother

What happens if I flash a GB kernel to a green lens? If it's only the camera not working, I can live with that.

I have a problem with my camera..in the stable cm7 version, the camera shots were very foggy and the quality sucked..i have that same problem in cm9..what do you expect the problem is?..but i think my autofocus is not correct...focus is not extract.any way to calibrate that?
And the camera pic quality was great in a particular cm7 nightly.

My experience (red lens):
Game performance on GB-kernel CM9 is much better than on Froyo-kernel (WIUI stable, based on CM7 and MIUI).
Fifa 12 was laggy and slow (CPU@1100MHz max.). Now I installed Quarx's 200412 Defy+ rom, Fifa 12 is much more faster and smoother (with very slight occasional lag), CPU setting is not even overclocked (@1000MHz).
Battery life is excellent as well and the rom is stable for daily use.

Also, i realize that HWA is required for Opera Mobile to work. Any other solution/workaround/alternative? I have very slow internet (2g) so Opera's turbo (server compression) feature is really missed!

I've been using opera mini on the last 5 builds (epsylon froyo kernel) without problems.
