in build.prop still so much duplicate entry?

wifi still not function!

And trying to do Reboot your phone with wifi enabled?
Flash v9.1 again and make a fix permissions in Recovery. If it still will not work, I prepare tomorrow another package.

i tried but more things not function
-wifi
-when turn on/turn off data connect, again i can't turn on
-gps can't turn off
.....

On the first page I've provided links to the new package. This works for me without a problem, wifi works, you can enable or disable the other options.
Sorry for the confusion.
