I think you have this backwards. If you have Wifi set to "Never", it means that you will never have Wifi on and the phone will default to 3G data (mobile) when the screen turns off/goes to sleep.

Not sure of the ICS wording as I'm back on Stock Sense GB ROM. However, my intention was to recommend Wi-Fi always on, even with Screen switched off.

Its because each person/device is different. Some prefer one over the other. So you just have to try it and see which one you like

Judging by most of the comments there isn't a recommended kernel each phone is slightly different so wot works for one ain't necessarily going to work for another. So jus have to try and see

EVERY phone is completely different with it's own personality. You have to try which works best on your OWN phone. What I say works for me may not even boot on your phone. Get it? ok good!

I wonder if this would be interesting to fix onto this rom? Anyways check it out i thought it was a great idea and really nice actually but didn't care to try it out, too much work..
