The way the current volume works in media apps is that there are 15 steps from silent to off. What this does is add an additional 15 steps to the volume control in media apps. So the sound level does bounce too much. Ever play music or watch a YouTube video and sometimes it is too loud or too low, this will help find a more suitable volume for your taste.
It also makes scrolling through long menus a lot smoother. Say if you have 100s of contacts in the people app, you will notice a little smoother scrolling. Works better when the menus is very long.
DSP Manager is a cyanogenmod app that acts like an equalizer for all sounds on phone. Info can be found on the CM website HERE. It will kill the current MusicFX that comes with ICS and I have not made a revert patch, yet.

I do not use voodoo sound so have not noticed it. I can install it and see if there was a way to stop causing that.
