Instructions:
Always perform a backup then flash via recovery.

Download and extract the UT-WTswitch.zip to internal storage (directory structure must be as follows /sdcard/UT-WTswitch/*files*)
To switch modes follow the instructions in the UT-WTswitch folder
Something I learned from the Evo Desktop PC is to set up a dedicated "Desktop" screen for phone display mirroring. When setting up a "Desktop" screen , arrange your icons and widgets in landscape so they format/look correct.
Play with VTL.Launcher a little bit, but to give you a quick start I've attached my VTL config.

I'm guessing since it's is titled "(Unlocked)" it can be installed through CWM (Clockwork Mod) which can only be installed with an Unlocked Bootloader and since you stated that you have a 'locked bootloader' I dont think you can use this Rom...yet? I could be wrong tho...someone please feel free to correct me on this. but i hope this helps you out a little bit!
