Default the logo dont stop coming up

ii install a rom and everything was perfect but the rom didnt support my language so i talked with the man that made the rom and he told me to do something i did it reboot my device and now the logo of the start screen (android comes up from the ground) doesnt stop!i cant turn it off and the buttons aren't responding and nothing happened when i connect the device to my computer(i dont see the device folders on my computer).

here is what he told me and my respond:
1. I will do my best to get hebrew working properly. I do not speak hebrew and do not know exactly how it should look, so I'll need you to test. I am assuming that google translate shows hebrew properly and I will use it to test as well.

Edit the file /system/build.prop and change:
ro.product.locale.language=he
ro.product.locale.region=IL
Then, reboot to CWM and do "data wipe/factory reset"
Make sure that you have gone through the locale settings and have set them properly.
We may also need to install hebrew fonts...

Please report what changes after this and note how much is english and where.

2. I will make this change in R6 ...

Let me know how it goes...

my respond if it matters:
i did what you said and now when i reboot i get all the time a short video with android coming up fro the ground and it doesnt stop!
what should i do? i bricked my player?
im freaking out!

please help me!

edit:i read and it is bootloop how i fix it?

Several options here:

1. Can you still reboot to recovery? And if you have a backup, you can do a restore in CWM.

2. If you don't have a backup, you can still use "adb shell" to revert the changes in recovery mode.

3. If you don't have a backup and you don't know how to use adb shell, you can reflash your rom. Try NOT to do a data wipe, the data may remain intact.

Just don't try those hard brick recovery yet, until you are running out of options.

A word of caution, always backup your system in recovery mode before modifying your system.
