I've just bunged CM9 on my Note, factory reset/wipe didn't scare me as it was using the GB kernel. I'd like to put CM9 on my rooted 7.7 (4.0.4). Is the safest way to go back to stock HC, reset/wipe, then install the custom rom?

No the official 4.0.4 LQ1 hasen't a brickbug/eMMC you must first install official ICS and then make a full wipe and install CM9 or whatever ICS ROMs.
