Not sure if I should leave it go, or power off and turn on again.

To fix, simply hold the power button until the phone powers off, then power it on again.

Repeat until successful boot.

reflash the rom without wipe

Read caution in the OP.
If you are coming form GB, it gonna stuck at boot animation for 3-4 times!!
You have to long press power key and reboot each time.

I had read that prior to posting.

The first time I booted the animation itself stopped, which was what I assumed was meant in the caution.

Now it's continuing to spin, but not going anywhere.

Email exchange not working. The rest so far is fine.

Fist boot takes long time.
Hopefully, you wiped data before flashing this.
