hmm.. I hope that one was not based on 3.0.15, was it?
then it is korean base.. I don't remember making any modification that would cause a change in that behavior (except for removing ondemandx which I removed two days ago) and korean sources have some modifications (even optimizations) in cpu & hotplug code.
maybe your freq_min setting is 500 and that was preventing the second cpu becoming active when you turn the screen on with ondemandx.
No, it's on 3.1 and I think I've had it earlier. It's simple to check it, just go to Tegrak's app to see CPU states, put into single core mode, and change frequency, and check again.

Edit: confirmed as far back as 3.1b2.

I just got a random reboot while using 3.1. The screen turned off and it wouldn't turn up anymore. Then the phone rebooted.

well.... I bricked my phone because of v3.1rc6
before the warning was public, I got the camera app error, then I think "a wipe should fix this" ... damn it
now looking for a "unbricking" service... no luck so far in my country... I'm wondering how hard could be to use a JTAG to unbrick my phone and how expensive is this.

Learned lesson: don't try any beta or RC kernel

In the meantime back to my old Motorola Milestone... I can do phone calls!
SGS2 + CF-Root 5.6 + Stock 4.0.4 XWLPY and frozen some Samsung apps (thanks to Titanium Backup)

I think jtag+riff box will cost you about 140 pounds...

But the services are usually 30 quid or so.

I think the real lesson is to wait for reviews to be posted if we are worried about something going wrong. Hard to develop if no one uses betas and rc's.

Sorry to hear about your troubles, but if you read back to the pages with posts from yesterday evening, there was a post with a link about a company doing Jtag with international shipping for 50$..

Hope it helps you..
