The usual "killall" code doesn't fix it, nor does clearing the app data. I've logged out and back into my google account within the store, and that didn't have any effect either.

It is a play store issue affecting free apps only. I called google out on it and they told me I was full of it. I've sent multiple log cats and they came back saying that it is on them, but they don't know why its doing that. I reccomend logcats and sending it to google play support.
