Oh trust me I always read the OP since I can't afford to screw my phone up. It's just that everywhere I've read people say a full wipe consist of Factory rest, wipe cache, wipe dalvik. Format system was always listed as a personally preference thing.

formatting system is something that should be done if the "standard" wipe doesn't seem to work as it should.

After I ran gps aid and gps fix I'm able to get a lock within 10s. Not bad.

The OP also states "If already on AOKP/CM9 you should be able to just wipe cache & dalvik" so even a "standard" wipe is not mandatory.
In fact I flashed 4-28 over 4-25 and have not seen a single issue yet after
the upgrade.
