Blur is Motorola's fork of Android. And no, Blur apps don't just work without a Blur ROM installed. There are certain files that need to be present. Android apps are 100% compatible with Blur (as in, if an app will run on Gingerbread 2.3.5, it will run on "Gingerblur" 2.3.5) but Blur-specific apps will not run on Android (or TouchWiz, or Sense).
