Yes, you can delete them; however, this may or may not fix your problem. In a lot of cases, the problems won't get fixed until you re-flash the ROM. You should re-flash the clean version of the ROM. You can also try re-flashing anything else, like a theme and its possible that might help (Kenny's lessblueboxes zip for example).

That's very interesting and seems to make some sense. Most of the data optimization scripts are made for 3g or wifi, but 4g is a very different animal. I live in an area with pretty good 4g coverage, but I guess most people aren't as fortunate.
