Can't upload files to any app

Hi
I hope this isn't the wrong place to ask this. I've been extremely frustrated recently because I can't upload files to anything. Downloading works fine.

I've tried various roms including stock ics, cm9 and am now on neak rom. I've also tried about 15 different modems and none make any difference. The problem only exists on mobile data.

When I try to upload the progress bar always goes to 10%, then freezes for a minute then fails and restarts ad-infinitum. I've tried to upload to Google docs, drop box, Facebook, email attachments to name a few. The files are roughly 1mb in size usually and are either images or PDF files.

I would really appreciate any help or advice. If I can give any further information that would help please let me know.
