Just a wild shot in the dark but I think this has to do with the fact that sprint is going to be switching/having lte. Maybe.

Idk I kinda doubt that since there is no option for it but maybe...just maybe it's to do with an ics update? Can't stress the maybe part enough

So looks pretty much what the company uses to make sure the phone is working properly.

The Retail Diagnostics is used in Sprint's Slate test. It is used to test the primary functions of the phone and make sure PRL and profile are up to date. Fortunately it is pretty harmless at this time. There would be no point in it checking for root because Sprint M&P does not care whether you are rooted or not.

You call this an apk. Well I don't know what it is but its not an apk like I'm used too. I opened the zip looking for the apk to install it on my phone and never found it. I tried to install by flashing thru recovery and that never worked. I guess I'm a real noob but how do you install it?
