PRLs are stored in NVRAM. Nandroid restores don't touch NVRAM. Therefore PRLs (and Update Profile changes) survive nandroid restores.
Auto Root/NCIQ [EG30/EG31/EK02] - ODIN [EG30...FF18] - CWM/ODIN MDM [EG30...FF18] - CWM/ODIN KNL [EG30...FF18] - OTA [EL29/FF18]

I say don't judge modem speeds on one day's test results. Last night I was getting .3Mbps download speeds..my lowest since coming to the east coast and I was on FD19. Just tested FD24 a minute ago...

I really don't think the modems account for much of a difference in speed for the most part. The only thing we see in modems are stability improvements and better connectivity. They might help with signal issues but it seems a lot of that has to do with the phone and picking the correct tower.

Currently on FD24, speeds suck so bad EDGE or 1x would be better IMO. EL29, same, FD02 is the same, the list goes on and on.

Just my observations. The speeds are a network issue ie. Sprint sucks. Not the modems we use.
