Please keep all discussion pertaining to this morning's T989 Kernel, Radio, and upcoming system leak HERE in this thread because I have been seeing discussions about these flooding threads they shouldn't be in. This isn't my attempt to police the board...but this is my attempt to help us keep discussion about these leaks organized
It's not fair to the developers whose threads are being filled with comments about this leak because they have users to support not questions about the half-leak

Can I flash this? Will I have stock T-Mobile ICS?
No. You can flash the kernel and radio but there are issues with the kernel pertaining to the auto rotate. So unless you know what you're doing, be patient
Is this a full ROM?
No
AUTO ROTATE DOES NOT WORK IF YOU USE ONE OF THE RECENT ICS ROMS, NEITHER DOES THE TRADITIONAL AUTO ROTATE FIX.

Been using the kernel so far its been pretty stable but the auto rotate still sucks. Ive also noticed that on some roms it allows normal 1.5 clock speeds but will switch back to 1.2. Ill report any other issues as I find them to help development if it does at all.
How does one get these leaks I've always wondered that anyone know

There are many sources...back when I was a technician at a phone retailer we had a lot of "low-key" tools and access to firmwares that you won't find by just a simple Google query. There is a market that thrives by unlocking and repairing cell phones and if they were to just release all their secrets it would hurt their business, which is genuine and used by thousands of people each day around the globe.
It could be a T-Mobile or Samsung employee. It could be a user who received it on a refurb'd device. It could also be someone who looked for it and found it. It's all up in the air

1.5 clock rates are only avalible if cpu0 and cpu1 are both online
once cpu1 goes down the max freq is dropped to 1200mhz and will not allow 1500mhz untill cpu1 comes back on line.
I am fairly sure this is by design and may be hard coded into the kernel its self in the cpu hot plugging code.
all users can not worry when you need that extra 300mhz the device will allow you to use it. this does not effect performance. because when the device is under full load both cores will be on and the max freq will be 1500mhz.
