I didn't flash it but just replaced gps.conf
Hope that's still a good test.
From the behavior I observe, it seems that it does not improve the signal reception / the 'tuning' if there is such a thing on GPS.
It does however seem to consider itself 'locked' a lot sooner. Like it's a lot less critical on its data.
In a place with good reception, like outside, it was always very fast, and I cant tell the difference.
I am in a place with terribly bad reception (coated double glazing, reinforced concrete, ..). With no other device could I ever get a fix in here, but with my OneS I can. It would take a long time, minutes, to get a fix and it would then start out at 120 meters and gradually come down to around 10 meters.
Now with this new gps.conf, it locks a lot faster, but it starts out at 3 kilometers and gradually becomes better, and I think it takes about just as long as before to get to around 10 meters.
Again, this is in a terrible place for GPS. Close to the window it is much better but that was already very fast with the original gps.conf.
Maybe this only fixes a problem if you have it, which I didn't.
