There might be a difference..some kernels allow you to oc more,but not permanently,after few hours/minutes it also give KP.Others,give KP imediately.You really should find a max oc value which is permanently stable,otherwise you'll screw up every rom you try sooner or later.
For example,on mik_os CM7 rom i was able to oc to 729 mhz,and i thought it was stable,but sometimes kp occured.On this rom,if i oc to 729 after few minutes i get kp,but it's the same thing.Actually i think is better this way to avoid any damage to rom's stability.
About rom...we might use a little update to increase smoothness,especially in contacts scrolling.I remember the scrolling in contacts was a little laggy in neko's rom,razr-ui...
Also,I changed to LauncherPro because the default launcher is a little laggy(sometimes) and trust me,i tried vertical,horizontal,modified some settings,etc.

camera quality not as good as V1....exposure not fixed in v3 i guess...pictures hav low brightness....

Well,I have no problem with exposure.I mean,it's true,with 0 exposure the pics are a little dark,but if i plus exposure value to 2-3 everything is fine.Depends where you take the pic,for example i use exposure +2/3 only when I'm somewhere inside.Outside(daylight) i keep it to 0.After the sunset we can try to max the exposure,but the pic quality is awful w/o any artificial light source.
I read around the forum that stock has the best camera quality,however i doubt there's a huge difference,so i keep using roms.
And one more thing about the rom,sometimes the power button is unresponsive when i try to unlock/lock the phone.But for unlock,if i use any key(menu/home/back/search) it works perfectly.

I am not experienceing any lag in contact scrolling or launcher. Normally I jump right to launcher pro after any rom flash. This is the first time I didn't feel I had to.
The author does not work for you sysctl, check can su command sysctl-p in the terminal rckb works all of the contents is shown on the screen without an error if the writes short wite means does not work. Sorry for my English. This is working the
