1. Setting > LockSreen & Other Settings > Widget Button
2. Scroll down and make sure "Toogle Wifi Hotspot" was ticked.

Config toogle via QuickPanel Settings, there is no tootle wifi hotspot.

I am posting this here because i want to share the solutions i found for the problems i had trying to install this ROM in my Galaxy Y S5360B:

At first i could not start CWM because of the SD Card: at the stock recovery screen, i wasnt able to select CWM or anything else (to select a zip file) and i was getting a message like: "couldnt mount sd card", or something like that. The solution was to format the SD card with my android.

Then the provided CWM as described in the installation steps could not perform the "Wipe data and cache and Dalvik cache.", i was getting lots of error messagens (one or two). I tryed to ignore those messages and proceeded to the installation. But then, the phone would boot and never pass the loading screen from the ROM, i waited 5 hourse just to make sure it wasnt just hurry to finish the installation (the first boot).

Solution: That version that you say that is the best CWM was not working at my 5360B, then after some search i found at another forum another version that worked (but i dont know if i may post the link here), i was able to perform the wipes and the installation went ok. After minutes i was at the home screen of JellyBlasty
