I believe in the voicestub.apk, the minimum SDK is 16. I would do it, but I don't know what these guys are using to compile.

Works (with no voice, obviously) on Motorola Xoom running TeamEos2.0 Nightly 113!

I noticed that if you go to language settings and click voice, I get FC.
