-- I am sure that custom ROMs will fix this issue, as they did with the SGS2. I discovered some years ago that, in some countries, it is actually prescribed by law that a digital camera must make itself known to subjects with distinctive sound when taking a photograph (to prevent unconsented picturing of individuals), so it might have to do with legisation rather than a poor design decision in itself. But in the end, it still is a poor design decision.
A lot of people hate it, though, so it probably won't be the issue waiting longest in the queue.
