Look at your profiles, see if one is in effect. Either way, it sounds like you need to wipe data for setcpu, and let it auto detect. Good luck.

i wiped data on setcpu i have no profiles still wobt go over 1 ghz

Do you have Power Saving mode enabled?

I had to go in through root explorer and put the max at 1512000. It was defaulted to 1Ghz.

I can post instructions on how to do this through root explorer when I get to a computer.
