how do i install that without unlocked fastboot? (but with s-off)

You could dd it from adb/terminal, or when Newsroom isn't on I could throw it into a flashable zip.

But really, if you're S-OFF, get an ENG HBOOT

dont do it if you care about your locked status. i just got tired of re-installing eng hboots everytime i ran an ruu

Don't see why not, but I suspect the incremental backups this is capable of won't work on v5, but I've not checked.
