Just out of curiousity, today I odin'd back to LEN, then wiped the phone from the /settings/privacy/factory data reset. I rebooted the phone and installed pandora and it worked. I restored my previous nandroid, pandora still worked. I updated to lg8 modem and firmware pieces, pandora didnt work. I odined back to len, installed my lg8 rom, but didnt update the modem pandora is working. I am so glad I found a solution for my pandora. Hope it works for others.
The thing I have noticed is that the data signal is real spotty with lg8. I did a speedtest with lg8 and got like 548kbs down, and it was up and down. I then did a speedtest in the same spot, with the same rom, with the LEN setup and got 1010kbs down, with a smoother signal. Im guessing that the signal on the lg8 is too spotty to establish a good connection, so it thinks its connected, then the signal drops, then reconnects, then drops, then reconnects, etc. so the buffering cant complete enough to stream.

Good to hear you found a solution. Sucks for the average user that doesn't have the skills or knowledge to fix it. Fortunately, adjusting the ##data# settings worked for me.
this problem is very irritating, I have flashed every modem multiple times, flashed roms, and all to no avail. Hopefully gets on top of their business and fixes this. This is unacceptable for a flagship phone to not be able to stream media.

Did you try the fix posted a few above...editing proxies, etc...
Also, I used the app "Get my MSL" from the app store...it didn't get my MSL right away, but when I did ##DATA# and clicked on MSL/Edit, and then canceled, then tried to get my MSL I could...YMMV.
But I agree...it's unacceptable for ANY Smartphone to not be able to stream media.
The data -> proxy settings changed worked. Does this count against roaming data though ?
Thank you for those who helped with the solution I was tearing my hair out odin-ing back
to stock and then reflashing over it.
Edit: Anyone know why the LTE status is disabled by default?
Hmm strange... My phone suddenly works today! I was not able to get my msl with market apps so I did not change the proxies. Let's see how long it works for.
Tried the ##DATA## and removed proxies from both RSTP and HTTPD and now I can stream youtube over 3G. Thanks for posting this solution, I've been frustrated to no end by this and was getting ready to bite the ETF fee and move away from Sprint.

One week on, and all is still well with my phone. Finally.
