You need root explorer for a delete in system/apps maps and install in google play.

try to wipe cache and data from the playstore and try again.

This is not right, and I would advice you to open your eyes or at least check twice before you post things like "it is DEFINETLY not in Play Store". Maybe others can confirm that Google maps is availiable at the Google Play store at the moment and can be installed on every android phone. Thank you.

P.S: It maybe a bug, so try reflash or at least wipe data of the play store. Because it is availiable.
