This doesn't come with the new bootloader. There's really no reason to have the new bootloader, it's basically the same as all the others but with a different version number.

It fixes the long boot that many jellybean ROMs have on occasion.

The majority view seems to be that those with little to no signal or frequent drops are experiencing better signal, but many in that group are experiencing more battery drain. Those who always had a good signal are staying the same, for the most part. There are some deviations though. I fall in the first group, and hardware revision doesn't matter so I won't bother posting mine.

That's just a myth. You get the long boot just as frequently as you do on the new bootloader as the old one.

I live in the middle of nowhere, generally get midrange voice, 3G, and occasional 4G. It's largely a crapshoot if I get 4G at all but when I do, the signal is pretty good (don't ask how I haven't the slightest idea)

That all said, the radios don't seem to have done much for my signal or speeds but they do seem to have much better WiFi/3G/4G handoff. It's not perfect, but it definitely feels improved. The tradeoff for this is that it seems to be holding onto weak signals longer, which likely where people are losing battery.
