Well there is an tutorial by jaggyjags for rooting but
Threre is no tutorial to overclock the kernal!

there is no overclocking kernel for pico now
cramium kernel is fake overclock or if you want to flash cramium kernel just go the link-http://forum.xda-developers.com/show....php?t=1632895
and click on Old overclocked kernel(1307Mhz)

and after downloading follow the proceedure given below

Unlock bootloader from Htc-Dev,Flash custom recovery and root your phone- http://forum.xda-developers.com/show....php?t=1415223
Download the latest build of cranium kernel
Copy signed-cranium-kernel_build#XYZ to your sd-card
Boot into recovery mode
Mount /system in "Mounts & Storage" menu(otherwise WiFI wont work)
Select "Install zip from SD Card" And choose signed-cranium-kernel_build#XYZ
Reboot!
