Sounds like maybe you have one of the Nexus' afflicted with a hardware issue. If it happens on every ROM you may want to consider having it replaced under warranty.

Or maybe you need to update your radios.

This is the answer. It's a hardware issue and no ROM/kernel/radio will fix it. I had two bad ones before I got a good one. When you get a good one, that NEVER happens.
